I believe this was an oversight, but you cannot easily convert Jade Heroics to Desert or Proof of Heroics, so its pretty annoying to get the Certificate of Heroics. Current workaround is to buy Notarized Scrolls for Central Tyrian or Maguuma or Desert, and max out the hero points first from those...
